Аннотация
В статье предлагается подробный анализ сведений Аппиана и Плутарха об участии латинов, италиков и категории римских граждан без права голоса (cives sine suffragio) в политической программе Гая Гракха в период его второго трибуната. Содержание рогации de sociis civitate danda 122 г. до н.э. было идентично содержанию аналогичной рогации 125 г. до н.э., которая включала в себя предоставление латинам римского гражданства и права провокации в качестве альтернативы, а также право провокации для италиков. Помимо этого, Г. Гракх в 122 г. до н.э. выдвинул другую рогацию о предоставлении оставшимся cives sine suffragio права голоса. Сенат же в лице консула 122 г. до н.э. Г. Фанния успешно противостоял обеим инициативам Г. Гракха.
