The article discusses two key problems of structuring articles in a phraseological dictionary of a linguistic and culturological type: a) the principles of selecting phraseological expressions, and b) the construction of the article itself. The paper discusses semantic ambivalence and contradictions of proverbs and different ways of their interpretation. The case in the point is German sayings and their Russian equivalents. It is shown how these „folk wisdoms“ change their contextual meaning in consequence of social circumstances. This may cause a damage of the origin sense of proverbs.

The dictionary is relevant to the professional communication and includes original documents connected with all stages of a business transaction in Russian and Bulgarian.

In the article there is described one of the philological aspects of legal culture which is associated with disorders of speech behavior in society and interpreted by linguists as impairing the honor and dignity of a person, in an unseemly manner (insult). The study concluded that when necessary qualifi cations of indecent forms can based not only on data dictionaries, but also on the deep analysis of communicative speech situation as a whole.
