Abstract

The article discusses the discrepancy between certain provisions of the Criminal Code of the Russian Federation, the Federal Law “On Cultural Heritage Objects ...”, regulatory documents of the Ministry of Culture of the Russian Federation and openly published documents of central and local governments on the accounting of cultural heritage objects. On the one hand, the documents adopted in various instances are aimed at preserving the archaeological heritage, on the other hand, the content of the documents in the public domain is not fully presented, which makes it diffi cult to preserve this heritage. We are talking about data refl ecting the position and characteristics of archaeological sites. In many cases, for objective and subjective reasons, the exact position of objects in need of protection is not known at all. However, in no less cases it is known, but either not displayed in open sources, or the display form is inconvenient and the coordinates have to be extracted by indirect methods. The author gives his own view on the solution of this problem. Namely, the maximum openness of information about the location and nature of archaeological sites is proposed. The article provides information about the main, known to the author, publicly available sources of this information for the Republic of Crimea and the city of Sevastopol. As a simple way to display objects, the author is working on their mapping on OpenStreetMap maps on the site www.archmap.ru. The positions of the monuments shown on the site are determined from open sources of information, where this position is refl ected on large-scale maps, but the numerical coordinates are not indicated. Since the author of the site has never received coordinate data from the Ministry of Culture of the Russian Federation or the Republican bodies for the protection of monuments of the Republic of Crimea, the information provided on the site cannot be considered as having an “offi cial” meaning and is not a disclosure of any offi cial information. However, it is possible that they will help researchers in practical work on the ground.
